I'd rather be in the 1st QQ than either of the other two purely because I'd want to be in those ones less than I'd want to be in the 1st.
In the 2nd Quell, with there being twice as many Tributes as other years there's even less chance of surviving and I'd rather take my, statistically slim to start with anyway, chance against 23 than 47 others.
In the 3rd Quell it's harder because everyone is already a Victor and so knows how to handle themselves in the Arena but also because your strengths and weaknesses are out there for all to see. Johanna for example played the "weakling" card to win her Games but she can be a ruthless killer and she can't use that tactic because everyone knows what she's capable of. Also depending on which year you won the Games will also have an effect - something you were capable of when you were 15 might not be so easy when you're late 20's/early 30s and unless Victors have all been keeping up with a rigorous fitness regime then there's going to be distinct disadvantages there. Then of course there's the friends angle - not only among the Tributes but among the Capitol. Finnick, for example, got a lot of sponsors the first time round when he was just a kid from D4, so now he's got fan clubs all over the Capitol because of the reputation he's managed to build up, he's sure to gain a huge advantage - and the longer a Victor's been around, the more fans they'll have been able to accumulate which can only be advantage to them and disadvantage to others.
